Overview The Opp Project, in collaboration with Tulsa Public Schools and Tulsa’s philanthropic community, is seeking proposals from organizations to serve as Coordinating Partners and as Push-In Partners for the Summer Enrichment Program. This initiative supplements summer school programming with high-quality enrichment experiences that enhance student engagement, support academic recovery, and foster holistic development. 

Additionally, we are seeking proposals from organizations with the capacity to host large groups of TPS youth for all-day, off-site summer enrichment programming on Fridays in July 2025. This initiative will provide structured, engaging experiences that expose youth to diverse enrichment areas each week.

We are seeking partners to deliver enrichment activities in the following areas to support Summer Learning 2025:

  • STEM Exploration: Hands-on science experiments, coding clubs, and robotics.

  • Literacy Enrichment: Reading circles, creative writing exercises, and storytelling workshops designed to strengthen literacy skills and foster a love of reading.

  • Arts & Creativity: Visual arts, music, dance, and creative writing workshops.

  • Health & Wellness: Sports clubs, yoga, and mental health activities.

What is an RFP? An RFP is a Request for Proposals. Think of it as a document telling you how to apply for a grant.

Eligibility

  • Pre-qualified students in 3rd-8th grade.

  • Pre-qualification is determined by Tulsa Public Schools.

How Enrichment Opportunities Fit

  • From 8:30 a.m.-1 p.m. Monday through Thursday, students will be participating in remediation facilitated by Tulsa Public Schools.

  • From 1 p.m.-(end time TBD) Monday through Thursday, students will be participating in enrichment opportunities onsite facilitated by Coordinating Partners and selected Push-In Partners.

  • On Fridays from 8:30 a.m.-3:30 or 4 p.m., students will participate in offsite enrichment opportunities at partner locations (with Offsite Friday Funday Partners).

Understanding Partner Roles & Responsibilities

Role of Push-In Partners

  • Provide engaging, hands-on enrichment programming in areas such as arts, STEM, wellness, literacy, leadership, and cultural experiences.

  • Work collaboratively with the Coordinating Partner and The Opp Project to integrate programming into the summer schedule.

  • Ensure programming is inclusive, accessible, and culturally responsive.

  • Track student participation and provide feedback on program impact.

Eligibility Criteria

  • Experience delivering youth enrichment programming and tracking engagement and attendance on TIDEL.

  • Capacity to provide programming at least once per week at a designated school site.

  • Ability to work collaboratively within a structured summer program.

  • Already are or eligible to become an Affiliate Partner of The Opp Project.

Role of Offsite Friday Fundays Partners

  • Provide a full-day enrichment experience aligned with the designated theme for their assigned Friday.

  • Ensure the site can safely and comfortably accommodate large groups of TPS youth.

  • Offer structured, hands-on programming that is engaging, inclusive, and age-appropriate.

  • Coordinate logistics, staffing, and supervision to maintain a high-quality experience.

  • Work with The Opp Project to track attendance and participation data.

Eligibility Criteria

  • Proven experience in delivering large-scale youth programming.

  • Access to a facility or space capable of hosting full-day programming for significant numbers of TPS students.

  • Ability to provide staffing and supervision to ensure a safe, structured environment.

  • Commitment to equitable, inclusive, and culturally responsive programming.

  • Ability to provide two hot meals and a snack for attending youth. (Ex: breakfast, lunch, snack or snack, lunch, supper)

  • Already are or eligible to become an Affiliate Partner of The Opp Project.

Role of Coordinating Partners

We are expecting to fill at least 5 Coordinating Partner roles.

  • Be present daily at their assigned school site to oversee enrichment programming.

  • Serve as the primary point of contact for logistics, attendance, and site coordination.

  • Ensure a safe, inclusive, and engaging environment for students and enrichment providers.

  • Collaborate with The Opp Project to schedule and integrate push-in partners offering specialized enrichment experiences.

  • Track attendance and engagement data using The Opp Project’s TIDEL system.

  • Support The Opp in administering the Survey of Academic and Youth Outcomes (SAYO) and scheduling program quality assessments. 

Eligibility Criteria

  • Experience delivering youth enrichment programming and tracking engagement and attendance on TIDEL.

  • Capacity to provide staff on-site each day from 1:00 PM to 4:30 PM.

  • Strong partnerships with community organizations, schools, and families.

  • Commitment to equity and culturally responsive programming.

  • Already are or eligible to become an Affiliate Partner of The Opp Project.

Proposals will be accepted via e-mail (grants@theopp.org) until April 21, 2025.

You must include “Coordinating Partner Proposal,” “Push-In Partner Proposal,” or “Offsite Friday Funday Partner Proposal” in the subject of your e-mail.

A confirmation e-mail will be sent within 2 business days following receipt of your proposal.

1-3 p.m. @ Sun Building
Mandatory, in-person orientation.

3:30-5 p.m. @ Sun Building
Mandatory training for all staff interacting with youth.

Programming takes place.

August 7, 2025

TIDEL and invoices are due.
