Affiliate Partners

As a collaborative partner of Tulsa Public Schools, The Opp Project is responsible for verifying that all youth-serving organizations who wish to deliver afterschool and summer programming to district youth are either a Network Partner or an Affiliate Partner of The Opp Project. This membership demonstrates to schools and districts that the organization has gone through the necessary checks and balances to provide safe, high-quality, and enriching experiences.

Annual Requirements of Affiliate Partners:

  • Partner carries a Commercial General Liability policy with a combined single limit for bodily injury and property damage, including products and completed operations coverage in the amount of at least $1,000,000 in which your organization is named as insured and Tulsa Community Foundation f.b.o. The Opp Project, LLC and Tulsa Public Schools, ISD #1 (not the school or the stadium) is named as an additional insured along with a waiver of subrogation in favor of Tulsa Public Schools, ISD #1.

    • Coverage includes all dates of the event, inclusive of move-in/set-up dates and move-out/breakdown dates. Licensee’s insurance will be considered primary to any insurance carried by Tulsa Public Schools.

    • Commercial General Liability policy includes coverage for child sexual abuse and molestation.

    • The insurance endorsement page has been submitted to The Opp Project for verification.

  • Partner commits to tracking youth engagement in afterschool programming at Tulsa Public Schools through TIDEL, The Opp Project’s data system which allows us to monitor where afterschool and summer programming is available in real time.

  • Partner requires all individuals interacting with youth to complete the Reporting Child Abuse pathway on TopClass.

  • Partner completes annual background checks on all individuals interacting with youth and will provide copies to The Opp Project upon request.

  • Partner uses CASEL’s 3 Signature Practices in our programming.

  • Partner has clear contact information that is widely and publicly available.

  • Partner ensures there is always more than one adult in the room when youth are present.

  • Partners who have not previously collaborated with The Opp Project may be asked for additional programming documentation verification (lesson plan, references, etc.).

Once you have gathered all information, please complete the Attestation Form below. After your paperwork has been verified by The Opp Project, you will be invited to sign a formal Memorandum of Understanding. Once signed, Affiliate Partners will receive a badge and recommended language for use as partnership confirmation.

Is it possible that my organization is already an Affiliate Partner?
Unless you have received and signed an Affiliate Partnership Agreement with The Opp Project for school year 24-25, you are not considered to be an Affiliate Partner.

What is the timeline for approval?
Once we have received your submission through the Attestation Form above, we will begin the review process. The review process usually takes less than a day and we will follow-up with any questions. Once supporting documentation has been verified, we will issue an Affiliate Partnership agreement via Adobe. Approved Affiliate Partners can begin offering programming the week of September 23.

Can I be an affiliate partner if I don't meet the insurance requirements? 
No, as all Affiliate Partner must carry a Commercial General Liability policy with the requirements as outlined above.

Do I need to become an Affiliate Partner if I already have an MOU with the district?
No, those partners with an MOU are invited but not expected to become an Affiliate Partner with The Opp Project.

Am I allowed to be in TPS sites if I am not an Affiliate Partner?
If an organization does not have its own MOU with the district, then they are expected to become an Affiliate Partner to delivering afterschool programming at school sites in Tulsa Public Schools.

Where can I find the Child Abuse Reporting Requirment?
All youth workers must complete the Child Abuse Reporting Requirement on TopClass. You and members of your team will need to create an account on TopClass. Creating an account is simple and can be done here. On the landing page you will see an announcement for the Child Abuse Reporting Requirement. Your team can complete this individually or as a group.

Does this replace my need for an MOU with the district? 
Organizations that elect to become an Affiliate Partner do not need a MOU or contract with the district.

Do need to become an Affiliate Partner if I partnered with The Opp Project last school year or this past summer?
Yes, partnership renewal must happen at the start of each school year, even if your organization has collaborated with The Opp Project previously.

Will I need to provide a report to The Opp Project?
No, your organization will not be expected to submit a report to The Opp Project.

Do I have to use TIDEL to become an Affiliate Partner?
Yes, tracking youth engagement through TIDEL is crucial to measuring the impact of expanded learning and advocating for long term investment. You can learn more about TIDEL and watch tutorials here.

What happens if I hire and onboard a new youth worker?
If you hire new youth workers throughout the school year, you are expected to update The Opp Project. This way we can verify the background check and ensure that they have completed the Child Abuse Reporting requirement.

My organization employs TPS staff and teachers to lead afterschool programs. Do I need to provide background checks for them?
If the employees or facilitators working with youth are current employees of Tulsa Public Schools, they will have already gone through background checks and the necessary reporting and abuse training, so they will not require this as long as they are in good standing with Tulsa Public Schools. For any other facilitators working with youth that are not current TPS employees, background checks will still be required.

Is The Opp Project providing funding for afterschool programs this school year?
The Opp Project’s Expanded Learning Initiative (ELI) has been presented in partnership with Tulsa Public Schools. Funding for ELI came from Elementary and Secondary School Emergency Relief (ESSER) funds that were designated for COVID relief and granted to Tulsa Public Schools. ESSER funds will end in October 2024 and The Opp Project will no longer provide ELI Grants to local partners after Summer 2024.
